To make a lawn from turf or even seeds you want a Topsoil depth of around 15cm
Topsoil Depth For Bedding And General Gardening
We recommend a layer of around 20cm for flower beds and general planting
Topsoil Depth Vegetable Patches
For root vegetables like potatoes, carrots, turnips and the like we recommend going as deep at 45cm, with more surface growing vegetables like cabbages you can go for a depth of around 20cm

A fantastic use for top soil is for garden boxes to decorate your windows, and hanging baskets.
